Introduction

Samosir Regency, a region in Indonesia that was divided from Toba Samosir Regency in 2003, has a vast potential for tourism and economic growth. To encourage regional development, the development of road infrastructure is a top priority. This study aims to analyze and determine the priority of increasing road sections in Samosir Regency by considering technical criteria, direction of space development, and regional potential.

Background of the Study

Samosir Regency is a region with a large tourism and economic potential. The development of road infrastructure is crucial to support regional growth and encourage economic development. However, the existing road infrastructure in Samosir Regency is still inadequate, and there is a need to prioritize the increase in road sections to support regional development.

Methodology

This study was conducted by reviewing the geometric conditions of the road, traffic flow, obstacles around the road, economic conditions, and GRDP of Samosir Regency. In addition, previous literature regarding the analysis of the increase in road segments is also a reference in determining research criteria. The criteria used include speed, capacity volume ratio (VCR), tourist attraction, and population density.

Criteria Used in the Study

The criteria used in this study are as follows:

Speed: This criterion is used to evaluate the speed of the road, which is an important factor in determining the priority of increasing road sections.
Capacity Volume Ratio (VCR): This criterion is used to evaluate the capacity of the road, which is an important factor in determining the priority of increasing road sections.

Results of the Initial Analysis

VCR: 27.6%
Tourist Attraction: 12.8%

Application of Criteria to Nine Main Roads in Samosir Regency

The criteria are then applied to nine main roads in Samosir Regency, namely the ring road that surrounds Samosir Island. The results of the AHP analysis show the priority sequence of improving roads as follows:

Simanindo-anon runggu: This road section is ranked first because of poor road conditions, while its role is vital. This road connects the Samosir Island Beach ring road and is an important access to developing tourism and economic potential in Onan Runggu District.
Onan Runggu - Nainggolan: This second rank shows the urgency of increasing this road section to support regional accessibility and development.
Daily - Sitiotio: This road section plays an important role in connecting tourist areas and economics in the region.
Palipi - Pangururan: This seventh rank shows the need to improve road conditions to support regional development.
Other road sections: The remaining road sections are ranked lower due to their relatively good road conditions and lower priority.

Conclusion

The results of this AHP analysis provide structured and objective recommendations in determining the priority of improving roads in Samosir Regency. By prioritizing an increase in road segments based on technical criteria and regional potential, it is hoped that road infrastructure development can encourage economic growth, tourism, and the welfare of the community in Samosir Regency.
