Analysis of the Impact of the Village Fund Allocation Program on the Welfare of the Village Community in Blangkejeren District, Gayo Lues Regency, Aceh Province

Introduction

The Village Fund Allocation Program (ADK) is a government initiative aimed at improving the welfare of village communities in Indonesia. The program provides funding for various development projects, including physical and non-physical development. This study aims to analyze the impact of ADK on the welfare of the village community in Blangkejeren District, Gayo Lues Regency, Aceh Province. The study involved 35 village government officials and 21 experts/experts or communities who were directly involved in the implementation of ADK in Blangkejeren District.

Methodology

This study used a mixed-methods approach, combining both quantitative and qualitative data. The average difference test (T-test) was used to analyze the difference in village income before and after the implementation of ADK. Public perception of the priority of the use of ADK was analyzed by the Analytical Hierarchy Process (AHP) method, while the obstacles faced in the implementation of ADK were analyzed descriptively.

Results

The results of the study showed an increase in village income after the implementation of ADK. This proves that ADK has a positive and significant impact on the welfare of the community. Based on AHP analysis, the priority of the use of ADK for physical development is:

Irrigation Development: Increasing agricultural productivity and increasing community income.
Village Road Construction: Increasing accessibility and connectivity between regions, facilitating access to markets, schools, and health facilities.
Bridge Construction: Connecting between villages and facilitating access to remote areas.

While the priority of the use of ADK for non-physical development is:

Community Economy Improvement: Through the Micro and Small and Medium Enterprises Training and Development Program (MSME).
Community Empowerment: Increase community participation in decision making and development.

There are several obstacles in the implementation of ADK in Blangkejeren District, namely:

The Disbursement and Distribution of ADK Funds is Ineffective and Efficient: This is caused by complicated bureaucracy and lack of coordination between the sub-district government and the village government.
The Socialization of the Implementation of ADK to the Community is Still Lacking: The community does not understand the mechanism for implementing ADK and its benefits.
Not the Creative of Village Community Institutions: Lack of initiative and creativity in utilizing ADK funds for activities that are more beneficial for the community.
Low Quality of Human Resources: Lack of knowledge and skills in managing ADK funds.

To overcome the obstacles and improve the implementation of ADK, the following solutions and recommendations are proposed:

Increasing the Effectiveness and Efficiency of Disbursement and Distribution of ADK Funds: By simplifying bureaucracy, strengthening coordination between the sub-district government and the village government, and implementing a transparent and accountable disbursement system.
Increasing the Socialization of the Implementation of ADK to the Community: Through counseling, training, and discussion forums to provide a better understanding of ADK to the community.
Increasing the Creativity of Village Community Institutions: By providing training and assistance on the management of ADK funds and encouraging active community participation in planning and implementing development.
Improving the Quality of Human Resources: Through training and education programs for village government officials and the community about financial and development management.

The implementation of ADK in Blangkejeren District has shown a positive impact on the welfare of the community.
