The results of this study showed that the implementation of subsidized KPR programs in Taman Sahaba Residence Housing was well implemented, with many subsidized residences built in Batu Bara Regency. However, this research also revealed some important notes:

Regional Regulations (Perda) related to the KPR program are not yet available: The absence of this regulation makes the KPR program less optimal in implementing and supervising.
Monitoring and evaluation of the KPR Program: Although officers from the Department of Housing and Settlement occasionally conduct monitoring, it is necessary to increase the frequency and scope of monitoring to ensure the program runs according to the target.

Understanding the Role of the Policy Model and Performance

This study analyzed the implementation of subsidized KPR programs by referring to the basic models of van meters and van horn, which consist of six main variables that form bonds between policies and achievements. This model helps understand how subsidized KPR programs at Taman Sahaba Residence are well implemented.

To optimize the subsidized KPR program in Batu Bara Regency, several recommendations need to be considered:
