Introduction

Tourism is a vital sector that can drive a country's economic growth if managed effectively. In Indonesia, the tourism sector is the largest contributor to national income, accounting for 14.3% of the country's GDP in 2019. To maintain this momentum, each region needs to develop its respective tourism industry. Medan City, with its rich cultural heritage and natural beauty, has the potential to become an attractive tourist destination for foreign tourists. The City Branding "Colorful Medan" represents the diversity of Medan City's cultural diversity and is the main attraction that is promoted through digital marketing.

The Importance of Digital Marketing and City Branding in Attracting Foreign Tourists

The Medan City Tourism Office plays a crucial role in the development of tourism in the city. Efforts to attract foreign tourists are essential, and City Branding promotion by utilizing digital marketing is one of the strategic steps that can be taken by the government. Digital marketing has become an essential tool for promoting tourism destinations, and its effectiveness in reaching foreign tourists is crucial for the success of City Branding initiatives.

Methodology

This study uses a qualitative method with a descriptive approach to analyze how the application of digital marketing and city branding "Colorful Medan" by the Medan City Tourism Office in increasing foreign tourist visits. Data was obtained through interviews with the Head of the Promotion Division and Head of the Tourism Branding Division at the Medan City Tourism Office, as well as interviews with six foreign tourists who had visited Medan. Observation and documentation are also used as data collection techniques.

Results

The results showed that the Medan City Government had implemented a good digital marketing strategy in promoting City Branding "Colorful Medan". The Tourism Office has an official website and various social media accounts that display tourism content to inform the tourism potential of Medan to the public, especially foreign tourists. However, this research found that there was no one foreign tourist who became the informant in this study who knew the existence of the official website or social media account owned by the Medan City Tourism Office.

Gap in Digital Marketing Strategy

This shows a gap in the digital marketing strategy implemented by the government. Although it already has a digital platform, its effectiveness in reaching foreign tourists is still limited. There are several factors that may be the cause:

Lack of directed promotional strategies: Digital promotion that is carried out may not be on target and not well structured to reach foreign tourists.
Limited range: The use of social media may still be focused on local platforms, without efforts to reach international platforms that are more widely used by foreign tourists.
Lack of interaction and engagement: Websites and social media may be less interactive and do not encourage engagement from foreign tourists.
