Introduction

The quality of financial statements is a crucial aspect of regional financial management, as it provides transparency and accountability to the public. In this study, we examine the effect of understanding government accounting standards (SAP), utilization of regional financial information systems (SIKD), human resource competencies (HR), and internal control systems (SPI) on the quality of financial statements in the Medan City Regional Apparatus Organization (OPD).

Methodology

This study involved 30 OPDs in Medan, including 25 offices and 5 bodies. Primary data were obtained from 66 respondents and processed using multiple linear regression analysis through the SPSS application.

Results

The results showed that the understanding of SAP, HR competencies, and SPIs proved to have a significant effect on the quality of the Medan City OPD financial statements. However, the SIKD utilization variable does not show a significant effect on the quality of financial statements.
